Depends on the group(s) shorting, if a group thinks, "if we let it run, it may not come back down in time too cover". So they interfere with the run creating a self serving comfortable channel. We saw them do it on the way done from 0.003, so now they'll do it on the way up or at least as long as there appears to be support. If we had access to L3 it would be a lot clearer.
