I would refer to that as date range guidance...  not actually set in stone.  Can't blame them... Unfortunately, Baltia has been entirely snake bit.    Last September - 16 out of 18 manuals/sai's done, Meet with FAA on Oct 17th,  Training starting by end off June, July ---- August, oh Govt shut down --- Oh Personel change -

Unfortunately - that is the boat they are in.... here is the next item.... "Training done, but 1/2 trained personell came down with malaria so we need to train another class.... in MAY.  "   Will that happen - NO, is it possible? - with this company? YES...  And I mean that in a loving way...   I give thanks to this opportunity, but I will give THANKS, if they were able to blow it out real  soon...
