I find it hard to think about the stockholder's meeting or where we will be at that time with this F'n regulations.gov document STILL not posted.

Is it possible that when HQ made a copy and mailed it to the DOT that they left the document still in the copy machine and sent an empty envelope?  Or maybe they forgot to put on the proper postage stamps?
