Call me crazy but I have a feeling that whatever the reason is, it is in the best interest of the company and the long term result of the PPS. I mean guys with their type of high profile back rounds don't usually get involved with penny stocks right? If they do not want the price to rise at this moment then I am sure it is for a good reason.
