What level of incompetence , this what happens sometime when drilling wells . There may be a deveation in the casing ie a turn in pipe it does not take much , or the jaws that lock the packer failed to retract fully that would be the fault of the maker of the packer. Or something fell in the hole and is logged in . That's why I ask if they could push down on the packer . It's not always incompetence
