Did you mean A/S to 2.5 billion? If restrictive stock, then temporarily the float would remain constant. For 6 months.
There was one SEC filing, see Edgar, for an SC 13G back on 9/03/13 for a beneficial ownership by
LG CAPITAL FUNDING, LLC. : Number of Shares Beneficially Owned 106,807, 565 Percent of Class Represented by Amount 9.99% (based on the total of 1,069,244,897 outstanding shares of Common Stock.
There's one of the beneficial owners, but that is well short of the 1.3 Billion in dilution that took place (2.1 - .8 = 1.3).
I guess they kept the number under 10% for insider reasons (I know there is a reason for < 10% ownership but I can't think why right now).
