Exactly. Looks like milestone is close to being completed.
"We issued a total of 100 million shares of our common stock to SKTO for this exclusive agreement.....We have not yet filed the agreed to registration statement due to cost factors and the need to complete the fiscal year end audit, but expect to file the registration statement as soon as this Annual Report has been completed and filed."
Unless I am missing something, they just completed and filed this Annual Report.
I don't know what effect the chill thing has but they don't mention it in association with the divvy...so should be good to go.
