Simplest explanation (although I admit it makes little sense) is flippers are continuing to enter at 16 (lower BB) in spite of the stock being completely illiquid. The stock is practically impossible to flip at the moment. All volume is being funneled down and even so there is very little sell volume.
Even the MM haven't been applying any downward pressure.
It kind of looks like 10-15 million shares are constantly cycling between flippers.
Like clockwork, resistance is being constantly provided to prevent the stock from breaking 19/20. (10MA (19), 20MA (18), and now the 50MA (19))
It's retail with 2 million at 18.
