thanks clark -this is the white paper I was talking about-theres a new version this month I guess- these agencies have been violating every rule of law that protect people outside the market-operating as if they were above the law
so there has apparently finally been a political backlash by congress against these dark age "taking without compensation" from innocent 3rd party practices, which violate basic rules of law
so under pressure by congress sec is putting pressure on dtc to be more open and fair and provide fair procedures for removal of these chills/locks
NONE of these procedures were previously available and they are only now beginning to be put into practice -the nov white paper is still in a public comment period i believe
