The difference in my opinion is that When drilling for others they pay for the drilling.In the beginning when Treaty bought the Falling rig they drilled for others successfully.Why because they had the funds when needed.
Treaty most likely could not support the operation internally but I believe that they have a great opportunity in drilling for others.
