In certain situations where short shares are being traded it is the law that shares must be covered in 13 days.

If your an MM and I'm an MM and I see shares coming up to the 13 day limit I trade with you and you do not charge a fee and when you need shares to have their 13 day clock reset  I do the same for you. No , someone does not sit around all day looking at a calendar.  It's a simple computer program.

Another oldie  but goodie. Shares are stored in the wrong Cusip Number.

The SEC is a jumping off place for those headed for really high paying jobs on wall street.  Don't look for them to help.

Knight Capitol has been fined 13 times this year for glitches where they found the wrong share count.

They fine them 10 dollars and Knight  makes a zillion.
