Interesting technical view:  The impact of the Shutdown is definitively marked on the chart.  Now there are 3 up days and the as of Friday the MACD went positive again.   Looks like the chart was taken a negative flow from sept to oct. due to you know why, then was about to recover.  Shutdown amplified affects and continued the trend.
