"Rule 10b-18" covers company repurchase of shares, OTC and pinkies included. If SK bought back shares in Quarter 3 on the open market, that would have to be reported in SK's Q3 statement. Rule 10b-18 doesn't cover privately negotiated (off-market) repurchases.
