been reading for a while interesting, informative, pretty heavy in TECO for a second time. can anyone shed some light on the 700ml shares alotted on the 10-k page 17 in aug, '13 Treaty said they had to be ratified or something by some outfit in nevada. it would put a/s @ 1.95b. if and when this happens it's dilution anyway you put it and the pps will be affected. just wondering if anyone had some insight.
