Don't be ridiculous. They're fakes. Riad supplied photos . They are exactly like photos of a specific type of Morganthau bond. I found another example. There are a number of types of Morganthau bonds; they're all fakes.
Making them was a cottage industry in the Philippines for awhile. Maybe it still is.
