It shows underlying buying, if the line is increasing mean shares are being taken up and float is being eaten up, a downward trend below the standard deviation suggest dilution. Its been positive for a while so at least that is moving in the right direction but it has alot of work to do before the accumulation makes a difference. Need some mass buying
