That is a yes & no answer--no new IND's (or any applications) are currently being processed because congress has to permit the use of the funds received for said applications through appropriations. Those already in the pipeline are being handled by a staff that has been cut in half basically. As I noted, they have to triage at the HHS (FDA) and processing will be very slow moving in most departments.
The government doesn't move efficiently at full capacity. So, at half....
As far as I know, Department of Defense, those essential to military operations, have been called back. This is not the HHS or similar divisions.
