I would say 99.9% he is lying to spread doubt. But if he isn't lying then he has admitted to fraud, wire fraud and a few other SEC violations. What's better is that he told on himself. Either way the NOBO list is all that matters and those people will only be the ones that receive the shares. I do hope he does try to cash in on those if he has them. That will just add a few more crimes.
