North Carolina Railroad's Innovative Program Funds Rail Sites

North Carolina Railroad Company Launches New Grant Initiative
The North Carolina Railroad Company (NCRR) is set to open the application period for its Fall 2025 round of the Build Ready Sites Program (BRS). This exciting grant initiative aims to support communities in preparing rail-served industrial sites for future growth and job creation. The program will allow applications to be submitted from mid-September to mid-October.
Supporting Economic Development
The BRS program responds to the rising interest from communities and site developers, making it the first innovative program to offer two application rounds within a single year. This initiative reflects NCRR's commitment to fostering economic opportunities through enhanced infrastructure.
The Importance of Infrastructure
“North Carolina’s economic future depends on how well we prepare today,” expressed Carl Warren, president and CEO of the North Carolina Railroad Company. “The Build Ready Sites Program equips communities with the tools to attract transformative industry. Expanding to two grant rounds this year reflects the growing demand for domestic manufacturing capacity.”
Investment in Communities
Since its inception, the BRS Program has awarded an impressive $11.7 million in grants to 21 counties throughout North Carolina, significantly increasing the amount of rail-served property available for industrial use. This initiative has helped create over 4,000 acres of developable land, and its impact resonates across urban and rural areas alike.
Spring 2025 Grant Recipients
In the recent Spring 2025 cycle, NCRR allocated $2.5 million in grants to four communities focused on preparing rail-served sites for future industrial endeavors. These investments are a testament to NCRR’s strategy of fostering competitiveness in job attraction and long-term economic expansion within North Carolina.
The Town of Spencer in Rowan County received a generous $750,000 to aid in essential water and sewer extensions at the N.C. I-85 South site, covering a significant 100-acre lot. The local Economic Development Council and Samet Corporation partnered on this vital project.
“This investment helps us unlock the full potential of the N.C. I-85 South site,” stated Peter Franzese, the Spencer town manager. “With the necessary infrastructure in place, we are poised to welcome employers who will bring long-lasting economic benefits to both Spencer and Rowan County.”
Meanwhile, Mecklenburg County was awarded $500,000 for assistance with clearing and grading as well as connecting to public utilities at the 40-acre Pence Road site. The Aberdeen Carolina & Western Railway Company (ACWR) owns the site and is collaborating closely with the county on this initiative.
“Rail connectivity is a competitive advantage, and this grant helps us deliver it,” remarked Nick Elder, director of real estate for the ACWR. “We are excited to work alongside NCRR and Mecklenburg County to enhance development and infrastructure at the Pence Road site, fostering future growth.”
Future Prospects in Wayne and Cabarrus Counties
NCRR also granted $750,000 to Wayne County for utility extension and relocation on a 44-acre lot in ParkEast Industrial Park in Goldsboro, a project developed in collaboration with the North Carolina Global TransPark Economic Development Region. Additionally, Cabarrus County was awarded a $500,000 grant to enhance site readiness aimed at rail-centric development on the property belonging to ACWR.
This series of awards builds upon NCRR’s unwavering commitment to advancing site readiness, ensuring that communities are well-equipped to attract new industrial initiatives as they arise.
Application Process for Communities
Communities eager to take part in the Fall 2025 round should carefully review the program guidelines to prepare their applications effectively. Creating a login will be essential for applying, ensuring a smoother application process.
