However, it harbors at least 90% crystalline silica, which poses significant health risks—particularly when the material is cut or polished, releasing tiny, hazardous particles into the air.

According to Nevin, these health risks persist even with Cal/OSHA's implementation of safety measures. "No matter the recommended methods employed, exposure levels often exceed the permissible limits. Ignoring the science behind these risks is not a viable option for worker safety," he cautioned.

Internationally, countries such as Australia have already enacted bans on engineered stone due to similar health concerns. Contrary to fears within the industry, the Australian market did not collapse following these regulations, illustrating the potential for sustainable practices without compromising worker safety.

Nevin explained, "There is a misconception among policymakers that banning artificial stone would devastate jobs and industries. In reality, fabrication existed long before engineered stone and will continue to thrive after such a ban. Australia's experience serves as a testament to this fact.”

Legislative Efforts for Stone Fabrication Safety

In addition to the collaborative efforts at the county level, legislation continues to advance in California. Senator Caroline Menjivar's STOP Act (SB 20), which has passed the Senate with unanimous support, aims to establish training, certifications, and tracking systems for stone fabrication businesses. Although these steps are considered beneficial, they may not entirely close the enforcement gaps needed to fully protect workers.

Balancing Health and Economic Needs

Supervisor Horvath reiterated the importance of finding a balance between legislative measures and the economic realities faced by workers in this industry. "It's crucial that our regulations ensure economic viability while also protecting the health and safety of workers," she stated.

To further support this balance, LA County's Department of Economic Opportunity has secured state funding to help displaced workers transition to alternative careers, illustrating a proactive approach to worker welfare in the face of emerging health threats.
