With the recent addition of three new members and two reappointments, the council is better positioned to address critical housing issues and provide informed guidance on affordable housing strategies.
Meet the New Members Joining the Council
FHLB Dallas takes pride in introducing the new members who will be lending their expertise to the Advisory Council:
Daniel Boggs
As the chief executive officer of the Greater Greenville Housing & Revitalization Association, Inc. (GGHRA) in Mississippi, Daniel Boggs has made a significant impact in the area of housing revitalization since 2012. His extensive experience with the Mississippi Development Authority, particularly in the aftermath of Hurricane Katrina, allows him to bring valuable insights to the council.
Isaac Perez
Isaac Perez has been appointed to a newly established position focused on tribal housing. With over two decades of commitment to the San Felipe Pueblo Housing Authority, he has successfully overseen the development and rehabilitation of hundreds of housing units, demonstrating a robust commitment to Indian housing initiatives.
Bobby Wilkinson
Bobby Wilkinson brings with him a wealth of experience as the executive director of the Texas Department of Housing and Community Affairs (TDHCA). Having worked in the housing policy sector extensively, his leadership has been pivotal in administering funds for affordable housing across Texas.

Charla Blake
Since 2017, Charla Blake has been the executive director of Project Build a Future, Louisiana's only nonprofit affordable housing agency in Lake Charles. Her dedication to community development is commendable, having held various roles that promote affordable housing.
Nicole Martinez
Nicole Martinez continues her critical role as executive director of Mesilla Valley Community of Hope, which offers essential services for the homeless, including shelter and housing programs. Her dedication to improving the lives of vulnerable populations is invaluable to the council.

The Affordable Housing Advisory Council comprises a diverse group of 14 members representing a variety of sectors, including community and nonprofit organizations. This diverse representation will enhance the council’s capability to provide insights and recommendations on affordable housing and economic development challenges faced throughout the region.
