Exploring Home Price Trends in Opportunity Zones

Exploring Home Price Trends in Opportunity Zones

Understanding Home Price Dynamics in Opportunity Zones

Recent analysis shows that price gains within Opportunity Zones, aimed at economic redevelopment, have seen slight growth in the spring, though still lagging behind the broader U.S. housing market. The fluctuations in home prices tell a complex story of development and economic recovery.

Current Trends in Home Prices

In the latest findings, it was reported that median prices for single-family homes and condominiums rose in 57 percent of Opportunity Zones with adequate data. This growth, however, reflects a slower trend compared to other parts of the country.

Annual Growth Comparisons

Interestingly, close to 50.5 percent of Opportunity Zone census tracts noted an increase in median home values when comparing to the previous year. In contrast, the overall national growth was higher, with median home values in 56 percent of census tracts outside Opportunity Zones experiencing price increases.

Growth Drivers in Opportunity Zones

While the overall housing market saw record-high prices, around 8.4 percent of Opportunity Zones reached their highest median prices since 2008. More significantly, 39 percent of these zones managed a yearly increase of 10 percent or more in property values, indicating that some areas are experiencing substantial growth.

Challenges in Low-Priced Zones

However, the growth rate in Opportunity Zones that exhibited the lowest median home sales prices remains slow. The prices in these areas increased at a marginal pace when compared to their mid- and high-priced counterparts, underscoring the ongoing challenges faced in low-income neighborhoods.

Insights from ATTOM's Research

Rob Barber, CEO of ATTOM, noted, "Home values in most Opportunity Zones continue to move in step with the broader market—a pattern we've tracked since we began studying this segment." Yet, he emphasized the volatility in lower-priced areas, which often face economic hardships and have limited inventory pushing prices upwards.

A Closer Look at Recovery Trends

Despite the upward pressure, a considerable segment of Opportunity Zone markets is still trailing national trends in price growth. Barber highlighted the unevenness of recovery, noting that some communities face enduring challenges on their path to economic stability.

Market Characteristics of Opportunity Zones

Opportunity Zones are defined under the Tax Cuts and Jobs Act as census tracts within or adjacent to low-income neighborhoods that meet specific redevelopment criteria. These areas, as per U.S. Census Bureau guidelines, encompass approximately 1,200 to 8,000 residents.

Price Average in Opportunity Zones

The analysis revealed that while census tracts in Opportunity Zones are more likely to show price growth, the actual home prices remain noticeably lower. Approximately 79.9 percent of these tracts had median prices falling below the national average of $369,000, illustrating the affordability challenge in these regions.

Volatility in Home Prices

Additionally, a significant level of volatility persists within Opportunity Zones, with 73 percent of the tracts experiencing changes in the median home prices by over 5 percent year-over-year. This fluctuation often arises due to the limited number of sales occurring in many of these communities.

Report Findings and Conclusions

Key findings from ATTOM highlight that 57.3 percent of Opportunity Zone census tracts experienced rising home prices between the first and second quarters of 2025. In terms of annual price increases, 50.5 percent of these tracts reported positive growth compared to higher trends outside the zones.

Regional Growth Patterns

The Midwest emerged as a notable area of growth among Opportunity Zones. States like Wisconsin and Indiana boasted significant improvements, with home prices increasing in a majority of their tracts. In comparison, many Opportunity zones still had median prices at substantial discounts relative to non-zoned tracts.

Understanding the Future of Opportunity Zones

The report's methodology involves comparing sales data and assessing the changes in home values due to trends affecting Opportunity Zones. As economic conditions evolve, continuing to monitor these trends will be vital in understanding local and national housing markets.
