The IART Facility will provide critically needed skill and resiliency training for both new and incumbent workers in the Energy, Utility, Digital/AI, and other Critical Infrastructure sectors.

Today at the Pennsylvania Energy and Innovation Summit, hosted at Carnegie Mellon University, the Energy Innovation Center Institute (EICI) took a significant step forward by announcing the development of the Infrastructure Academy Regional Training (IART) Facility. This state-of-the-art center aims to enhance workforce skills and resilience in various sectors, marking a milestone in workforce development.

The estimated budget for this groundbreaking training center is around $135 million, which will be constructed in phases. Once operational, the facility is expected to serve as a prototype for a network of similar centers across the nation, paving the way for an overall investment of approximately $2.1 billion across up to 15 facilities designed to meet the needs of the energy and utility industries.

The EICI’s Infrastructure Academy plays a pivotal role within its broader workforce programming. With over 5,300 individuals already trained, the academy boasts an impressive graduate placement rate of 86%. Additionally, it has provided essential upskilling, safety, and operator qualification training to around 1,800 current workers in the energy, utility, and infrastructure sectors.

This pioneering training facility is set to be constructed in the tri-state region and aims to integrate training for the future of energy, utility, and critical infrastructure, including microgrids and AI-enhanced workforce training, making it the first of its kind in the nation.

The IART Facility is designed to incorporate a comprehensive range of training amenities, including:

  • A full suite of classrooms, labs, and simulation facilities for real-world training scenarios.
  • A live operating microgrid that utilizes natural gas, renewable energy sources, and battery storage systems for innovative training applications.
  • A modular AI data center powered by an integrated microgrid, focusing on curriculum development and rapid commercialization.
  • Specialized training in cybersecurity, and automation technology, ensuring participants are well-prepared for modern industry challenges.

One of the standout features of the IART Facility is the creation of the Resiliency Institute. This institute aims to optimize the resilience of contemporary energy systems using advanced fault analysis techniques traditionally reserved for the nuclear industry, effectively enhancing energy system reliability without necessitating costly redundancies.

The IART facility represents an unprecedented convergence of utility, critical infrastructure, and technological training, positioning it as a vital resource for the workforce of the future.”

The training center has already gained support from 21 employers, trade groups, and utility partners, including Peoples Natural Gas. Its strategic design focuses on enhancing workforce competencies across the tri-state area, thereby becoming a national model for infrastructure workforce development.

The project aims to provide high returns on public investment, including:

  • Creation of over 7,350 new jobs in the region.
  • An anticipated boost in regional GDP by approximately $944 million.
  • Reduction in repetitive spending across various utility companies and public-sector workforce initiatives.

EICI’s approach emphasizes merit-based recruitment, particularly from disadvantaged and veteran communities, complemented by hands-on training critical to the energy, utility, and infrastructure industries. This will not just be another training facility but a forward-thinking approach to building and securing America's energy and power systems—a vision shared by industry leaders.
