PITTSBURGH — Recently, the House Energy & Commerce Subcommittee on Energy successfully advanced a significant piece of bipartisan legislation known as the Weatherization Enhancement & Readiness Act (H.R. 1355). This bill aims to reauthorize the Weatherization Assistance Program (WAP) until 2030. The bill will also increase the average cost per unit to $12,000, which is crucial for keeping up with increasing equipment and wage costs.

In its current form, the proposed legislation is set to tackle various barriers to implementing weatherization. The reauthorization of WAP ensures that low-income families continue to receive essential upgrades, creating both savings on energy bills and local employment opportunities for contractors.

“I want to express our gratitude to Subcommittee Chairman Latta, Full Committee Chairman Guthrie, Subcommittee Ranking Member Castor, Full Committee Ranking Member Pallone, and Congressman Tonko for their collaborative efforts in advancing this vital legislation,” stated Steve Skodak, CEO of the Building Performance Association (BPA). “Our hope is to continue this bipartisan initiative, focusing on increasing the Average Cost Per Unit while advocating for the existing Weatherization Readiness Fund.”

WAP’s authorization, which was last extended by the bipartisan Energy Act of 2020, has expired. By reauthorizing this program, the Department of Energy would maintain its statutory obligation to oversee the activities of the program, thus ensuring its sustainability.

In a recent testimony before the House Energy & Commerce Subcommittee, Kara Saul Rinaldi, BPA’s Chief Policy Officer, discussed how critical WAP is for contractors. “Weatherization is a job creator. Our contractors have a real connection with their customers through the training and services provided by WAP,” she noted.

Earlier this year, nearly 750 BPA contractors and stakeholders joined efforts to support H.R. 1355 by signing a grassroots stakeholder letter. This outpouring of support underscores the importance of WAP to many involved in energy efficiency.

During the markup session, Chairman Latta expressed that the program plays a significant role in helping reduce energy costs for low-income households by enhancing home energy efficiency. The committee aims to reach a bipartisan agreement on necessary compromises before a full committee markup takes place. Chairman Guthrie echoed these sentiments, emphasizing the shared commitment to making WAP a working solution that benefits everyone involved.

Unfortunately, the Energy Subcommittee's recent markup also included controversial bills that may harm essential efficiency initiatives. One such bill, H.R. 4758, introduced by Congressman Goldman, proposes to repeal state programs aimed at training residential energy contractors and providing grants for building energy codes.

“It’s unfortunate that several pieces of legislation could undermine key state efficiency programs that are crucial for American families and small businesses,” commented Skodak. “BPA remains dedicated to advocating for these vital programs, which not only lower expenses for average citizens but also support our nation's workforce in energy efficiency.”
