David LaFrance, the CEO of AWWA, didn’t mince words. He emphasized that these utilities are often out of sight and mind, but they hold a pivotal role—central to our everyday routines, the economy, and public health. In a nutshell, we need more than just patches; it's time for structural upgrades.

Funding, Training, and Collaboration: The Necessities

The letter makes a compelling case for broadening the scope of federal support. Imagine a fund that not only covers hardware and software but also makes cybersecurity training available for water utilities of any size. Not a pipe dream—AWWA is pushing for it.

The Senate's Water Resources Development Act of 2026 is a step in the right direction. Cyber training would become an eligible use of funds under multiple government programs, making those dollars work harder.

Special Focus on Rural Needs

For rural water systems grappling with limited resources, AWWA proposes designing digital infrastructure that includes cybersecurity risk mitigation and technical assistance. It's a strategic move, ensuring that smaller players aren't left high and dry.

WaterISAC, the communication and intelligence sharing organization, is getting a nod too—with incentives aimed at increasing participation.

The Bigger Legislative Picture

AWWA isn’t just sitting on its hands waiting for favorable winds. They're also backing several legislative measures that add layers of security to water systems across the board. The Water Risk and Resilience Organization Establishment Act (H.R. 2594), the State and Local Cybersecurity Grant Program Reauthorization Act (S. 3251), the Cybersecurity for Rural Systems Act (H.R. 2109/S. 1018), and the Protecting America from Cyber Threats Act (S. 2983) are all on the table.

“We respectfully urge Congress to provide the support utilities have long needed for continued cybersecurity investment in their systems,” the AWWA emphasized, highlighting the significance of consistent investment.

The Road Ahead

The ball is firmly in Congress's court now. This isn’t a just a local issue; it's an urgent federal matter—with drinking water at risk.
