I appreciate proactivity as much as the next guy but in this case the underlying reason for that need should be investigated once production is well underway.  The history of W.Texas operations doesn't sit right with me.  Nothing seems to have been accomplished in W. Texas for well over a year until recently.  I'm sure that many TECO shareholders are business owners,  self-starters, self-disciplined, hard workers and they have the type of character it takes to make a very productive owner, manager or employee.  When an employee or shareholder needs to self-assign themselves projects in order to help the company succeed then something is very wrong with past and/or present management.  Here's an analogy:  I own a stock in a publically held widget company.  Company shareholders know very well that if the widgets could be assembled then their are numerous customers at the ready to purchase millions of widgets.  The widget company has purchased all the assembly line machinery to assemble the widgets but they haven't hired any employees to run the line.  All they do is hire a Vice President to run the entire assembly line.   Again;  I'm a shareholder waiting for the company to sell widgets so I can start to see some value added to the stock I purchased.  The company management continues to imply that they want to sell millions of widgets but also continues to imply that they can't afford the employees to run the assembly line machinery although they can obviously afford a very expensive manager.   After a long year they finally fire the manager for being non-productive.  Then  a "self-starting" and "self-disciplined" and "self-made" shareholder volunteers to run the line so the company can sell the widgets.  As much as all other shareholders really appreciate that a shareholder volunteers their efforts;  the original underlying problems that caused the shareholder to volunteer in the first place might still exist.  Company management should know better and start hiring widget industry employees to run the machinery and with the same positive attitude that the volunteers and shareholders have.  The time is now!
