Rocco Di Fruscia – President, CEO & Director
Mr. Rocco Di Fruscia graduated from Concordia University in 1994, with a bachelor degree in Building Engineering. The following year he pursued a post-graduate program in biochemistry at McGill University. He has been a member of the Order of Engineers for the past fifteen years. Mr. Di Fruscia had managed and constructed over 50 million dollars of environmental projects, manufacturing facilities and other buildings. He has also supervised the decontamination of several projects. He is head of Production development for Start Technologies Corp.
Roger Boileau – CFO & Director
Mr. Boileau is a Certified Management Accountant who graduated in Accounting Sciences from HEC in 1979. In 1999 he became a World Investment Director for Private Investment Barbados. In 2002 he opened his own consulting company. His achievements include managing the anti-dumping file for Bowater Inc., the merger and acquisition of private companies, and taking companies public. In 2004 he took a permanent position at Abitibi Bowater Inc. in Montreal as a manager of Fibre Procurement and Assets optimization.
Daniele Brazzi – Director of Research and Development
Mr. Daniele Brazzi has greatly contributed to development of the Start device. He has studied in general electronics, electrical engineering, and applied electronics. He has developed bio-resonance equipment to be used for the treatment of pathogens, eye scanners to detect early disease in the human body, and has participated in developing precise orthopaedic equipment for the Rizzoli Orthopedic Institute of Bologna.
Following these achievements, Mr. Brazzi gained interest in the automotive sector, where he experimented with closed combustion engines for over 10 years. This research resulted in a unique theory in emissions reduction, which has been tested with major car manufacturers such as Mercedes, Scania, PSA, FIAT, and MAN. To date, Mr. Brazzi has installed more than 800 units in countries around the world, including Italy, Germany, France, England, Ireland, Canada, Switzerland, Hungary, Brazil, Argentina, Sweden, Egypt, Morocco and China.
His most recent achievement was the perfection of the Start Technologies Corp technology; the only technology available which has achieved the approval of the Italian Ministry of Transport, and has passed all government tests such as the EPA 75, the UN / ECE, LQ4, NATO 16.
Domenico Chiovitti – V.P. Research & Development
Mr. Chiovitti graduated from the University of Montreal with a Bachelor of Science in Chemistry in 1967. From 1967 to 1992, Mr. Chiovitti was a Senior Chemist and supervisor of the Petro Canada Laboratory in Montreal. Mr. Chiovetti controlled and researched new products, specifically Vanadium Pentoxyde derived from fly ash. Furthermore, he was responsible in the design and development of a method to control CO & CO2 levels for industrial gas discharges into the environment, while collaborating with the Center of Emissions Control. Mr. Chiovitti is a member of the Order of Chemists since 1979.
Jay Almeida – Board Member
Mr. Almeida is a specialist in international business development, with a focus on Latin America, the Caribbean, the United States and Canada. From 1979 to 1991, he held executive positions with a family of banks in Latin America and the Caribbean, where he focused on business development, startup growth strategies, marketing and sales and product management. During a 10-year period, he increased bank revenues by more than 300 percent.
Mr. Almeida resides in Florida and has been President and CEO of PHN Group since 1990. PHN Group consists of five companies specializing in different aspects of international business and trade.He is also President, CEO and Chairman of the International Business Council of Florida (IBCF), the largest business organization in the state with 53,000 members and nearly 300 Strategic Alliance Partners across Florida and in several countries. Since 1999, he has been IBCF’s Ambassador of Commerce of Florida for all Latin American and Caribbean countries.
Mr. Almeida has a Bachelor of Economics Degree in Macro Economics from the University of Chicago; a degree in Mechanical Engineering from the Universidade Santa Úrsula, in Rio de Janeiro, Brazil; a Master’s Degree in Communication & Marketing from the Pontificia Universidad Católica de Chile, in Santiago, Chile; and PhD’s in Engineering Economics from Germany’s Bonn University and in International Business from Toulouse University in France.

How it works:
Start discharges a high-voltage electric current into liquid gas or diesel at ambient temperature as it flows through the engine fuel line prior to entering the engine combustion chamber.
The electric current, applied at a proprietary frequency and wavelength, cracks the longer-chain hydrocarbon molecules into shorter, lighter more volatile molecules, which burn more readily and completely in the combustion chamber.
Combustion efficiency increases in shorter-chain hydrocarbon molecules because more of the molecule’s surface is exposed to oxygen, which is necessary for combustion to occur.
And the more completely fuel combusts, the lower the emission output and the better the gas mileage.
Start also removes carbon deposits, a key barrier to complete fuel combustion and one that is endemic to older-model engines.

Global Environment Facility (GEF)
Across the developing world, dangerously high air pollution levels in cities and urban areas have spurred investment in initiatives to help reduce emissions by cars, buses and trucks.
Developing nations can access funding for proven environmental solutions through the Global Environment Facility (GEF). Since 1991, GEF has allocated $9.5 billion, supplemented by more than $42 billion in co-financing, to 165 developing countries for more than 2,700 projects that protect the environment and promote sustainable living.
Start Technologies Corp sales focus
Start Technologies Corp is currently working with eligible nations to develop GEF-funded programs to outfit government fleets with Start units.
Start is an automotive aftermarket device that substantially reduces vehicle emissions, including the particulate matter that is harmful to human health.
GEF offers several different levels of funding and project types.
Its Least Developed Countries Fund (LDCF) reports resources amounting to $400 million in grants. The LDCF was established to address the special needs of the Least Developed Countries (LDCs) under the Climate Convention.
The GEF Climate Change Mitigation Program is a GEF initiative specific to transportation and one that is applicable to the Start Device. This program is designed to promote energy-efficient, low-carbon transport and urban systems. It supports interventions for land use and transport planning, public transit systems, energy efficiency improvement of the fleet, efficient traffic control and management, transport demand management and non-motorized transport.
Technological options in transportation may be considered in countries where such options can be expected to achieve significant reduction in greenhouse gas emissions. GEF support for this program may involve innovative financing mechanisms and investments in demonstration and deployment of high-performance technologies.
The GEF partnership includes 10 agencies: the UN Development Program; the UN Environment Program; the World Bank; the UN Food and Agriculture Organization; the UN Industrial Development Organization; the African Development Bank; the Asian Development Bank; the European Bank for Reconstruction and Development; the Inter-American Development Bank; and the International Fund for Agricultural Development. The Scientific and Technical Advisory Panel provides technical and scientific advice on the GEF’s policies and projects.
