"Meaningful shareholder?" I don't think that's a threshold that you really want to get into.
If you have $10,000,000 and own 1mm shares at .14 each and someone else has $100,000 and owns 10,000 shares at $1 each, which is more meaningful?
All depends on how you look at it, not just "If you don't own X number of shares, you don't matter."
We ALL matter. And yet, many here blindly supported the old CEO when some here saw what he really was. So...who matters?
